International Consultant

Position: Consultation for the Development of the Community Health Services Supervisors

(CHSS) Curriculum

Duty Station: Monrovia, with travel in and out of Liberia

Reports to: Registrar/Executive Secretary, Liberian Board for Nursing and Midwifery

The Liberian Board for Nursing and Midwifery (LBNM), authorized by the Liberian Public

Health Law (Chapters 63 and 66 of Title 33), is the primary regulatory body responsible for

overseeing the education, registration, licensing, and professional conduct of all nurses and

midwives in Liberia. In alignment with its mandate, LBNM is committed to advancing the

development of nursing and midwifery to ensure the highest standards of excellence for public

health and safety.

The mission of LBNM is to protect public health by ensuring that practitioners in nursing and

midwifery are competent, ethical, and possess the necessary knowledge and skills as required by

their roles under Liberian law.

As an autonomous regulatory body, LBNM collaborates with various partners and stakeholders

across Liberia. Currently, LBNM seeks an International Consultant with expertise in nursing,

midwifery curriculum development, or public health, mainly focusing on community health. This

consultant will develop the national community health program curriculum for Community

Health Services Supervisors (CHSS).

Background

The Government of Liberia is committed to achieving the Sustainable Development Goals

(SDGs), including Universal Health Coverage (UHC), by working collaboratively with global

partners. The community health program is a cornerstone of Liberia’s healthcare system, making

the development of a robust and effective curriculum critical. A well-trained workforce,

particularly CHSS, is vital in reaching communities within and beyond a 5km radius.CHSS oversees community health workers in their assigned areas and serves as essential links

between health facilities and communities, ensuring the delivery of quality health services at the

grassroots level. As frontline leaders, they supervise and support community health workers and

facilitate communication between healthcare providers and community members. Additionally,

CHSS implements public health initiatives that directly impact population well-being.

Recognizing the need for a strong foundation for these community health practitioners, the

LBNM aims to establish a formal CHSS training program to be institutionalized in training

institutions across Liberia. This curriculum will equip CHSS with the skills and knowledge

necessary to address the unique health challenges faced by communities and contribute to

building a resilient healthcare system capable of responding to current and emerging health

needs.

Objective

To recruit a qualified international consultant to support the development of a comprehensive

CHSS curriculum aligned with national health priorities and global best practices.

Required Qualifications

Education

• Master’s degree in Nursing/Midwifery Education, Public Health, Nursing

Administration/Education, or related fields.

• Proven expertise in developing nursing, midwifery, or community health training

programs.

• Proven experience in community health, primary healthcare, and supervision.

• Experience structuring nursing or midwifery curricula.

• Experience working in developing countries.

Experience

• Minimum of 10 years of experience in curriculum development and training in the health

sector.

Knowledge, Skills, and Abilities

• Clinical leadership, managerial, and administrative skills for effective duty execution.

• Ability to support LBNM in conducting a comprehensive desk review and situational

analysis of Liberia’s health system.

• Expertise in developing curriculum frameworks and structures.

• Ability to provide technical guidance on curriculum development, including learning

objectives, content, and methodology.

• Ensure curriculum alignment with national, regional, and international standards and best

practices.

• Experience overseeing the development of training materials and tools.• Ability to mentor and supervise the national technical working group, including the

national consultant.

• Experience leading the development of a comprehensive monitoring and evaluation plan.

• Ability to build collaborative relationships with key stakeholders, including the Ministry

of Health, non-governmental organizations, and community health programs.

• Excellent understanding of strategic planning.

• Proficiency in MS Office Suite (Word, PowerPoint, Excel), data analysis, and

visualizations.

• Discretion in handling confidential information and practical problem-solving abilities.

• Strong teamwork skills.
