Position: National Consultant for the Development of the Community Health Services
Supervisors (CHSS) Curriculum
Duty Station: Monrovia, and travel within the country.
Reports to: Registrar/Executive Secretary, Liberian Board for Nursing and Midwifery
The Liberian Board for Nursing and Midwifery (LBNM), authorized by the Liberian Public
Health Law (Chapters 63 and 66 of Title 33), is the primary regulatory body responsible for
overseeing the education, registration, licensing, and professional conduct of all nurses and
midwives in Liberia. As part of its mandate, LBNM is committed to advancing nursing and
midwifery standards to protect public health and safety.
The mission of LBNM is to safeguard public health by ensuring that those practicing nursing and
midwifery are competent, ethical, and possess the necessary knowledge and skills as required by
Liberian law.
LBNM operates as an autonomous regulatory body, collaborating with various partners and
stakeholders across Liberia. The Board is seeking a National Consultant with expertise in
Nursing, Midwifery, or Public Health, with a particular focus on Community Health. This
consultant will work alongside an international consultant to develop the national community
health program curriculum for Community Health Services Supervisors (CHSS).
Background
The Government of Liberia is committed to achieving the Sustainable Development Goals
(SDGs), including Universal Health Coverage (UHC), by collaborating with global partners. The
community health program is a crucial element of Liberia’s healthcare system, and developing a
robust curriculum is essential to its success. A well-trained workforce, particularly CHSS, is
critical in reaching communities within and beyond a 5km radius.
CHSS oversees community health workers in their assigned areas, serving as vital links between
health facilities and communities. They ensure quality health services at the grassroots level,
supervise and support community health workers, and facilitate communication betweenhealthcare providers and community members. They also implement public health initiatives that
directly impact community well-being.
Recognizing the importance of training for these practitioners, LBNM aims to institutionalize a
formal CHSS training program in training institutions across Liberia. This curriculum will equip
CHSS with the skills and knowledge needed to address the unique health challenges faced by
communities and build a resilient healthcare system capable of responding to current and
emerging health needs.
Objective
To recruit a qualified national consultant to collaborate with the international consultant in
developing a comprehensive CHSS curriculum aligned with national health priorities and best
practices.
Required Qualifications
Education
• Master’s degree in Public Health, Nursing, or a related field.
• Minimum of 5 years of experience in the Liberian health sector.
• Knowledge of the Liberian health system and community health programs.
• Strong communication and interpersonal skills.
• Applicants must be licensed as a Registered Nurse (RN), Registered Midwife (RM), or
Registered Nurse Midwife (RNM) with a current license.
Experience
• Minimum of 5 years of experience in curriculum development and in the Liberian health
sector.
Scope of Work
The national consultant will collaborate with the international consultant to:
• Conduct a comprehensive situational analysis of the Liberian health system, with a focus
on the role of CHSS and the current training landscape.
• Identify key stakeholders and facilitate their involvement in the curriculum development
process.
• Provide in-depth knowledge of the Liberian context, including cultural, social, and
economic factors relevant to CHSS training.
• Support data collection and analysis, including interviews and focus group discussions
with community health workers, health facility leaders, and other stakeholders.
• Contribute to curriculum content development, ensuring alignment with national health
priorities and local context.
• Participate in the development of training materials and facilitate training workshops.• Build the capacity of local trainers in curriculum delivery and supervision.
• Support the implementation of the CHSS curriculum and monitoring and evaluation
activities.
Other Requirements
• Strong knowledge and understanding of curriculum development.
• Ability to build and maintain professional relationships with internal and external
stakeholders.
• Proficiency in MS Office Suite (Word, PowerPoint).
• Ability to handle confidential information responsibly and demonstrate strong problem-
solving and decision-making skills.
• Ability to work effectively as part of a team.
Terms of Employment
